Are you telling me that base on very large sample pool of game, 200-300 FL game? Flame have 10 tank and Maelstrom have 10 healer for every game? That is why always lose for flame and always win for maelstrom? Very unclear in statistic.

Also, game is design that every person can be any class. You mention as if because join Ul'dah that you can not be anything other than tank because you outline "flame have 10 tank because no heal/dps/tank class in every city"? This do not make sense? Anyone can be any class.
This is player problem.
Nothing to do with game.

It is unwillingness of player to roll other class to help entire GC win and unfortunate that everyone behave this way. Add more class/job to city will not solve problem since you can be any job/class by just visiting other town.
