Macro Question/Suggestion

So I have a small problem. I play PLD, and I've got toooooooons of abilities that I have to use in certain situations, and the like, and I've got too many to actually FIT on 1 Cross-Hotbar. And I am in the process of trying to condense things into macros, to save space, so that I don't have to switch bars once to Page2 to get to the other 1-3 abilities, and then have to switch it two MORE times to circle back to my main macro bar.

Is there a way to condense things like Fast Blade, Savage Blade, and Rage of Halone into one macro? Such as, it will use Fast if neither Savage or Rage have the Combo available, it would use Savage if the Combo is available, or it would use Rage if the Combo was available.

If there isn't a way to do this, perhaps it would be a good idea to implement it? The macro command for it could be:
/comboaction
or
/cac
to look something like
/cac "Rage of Halone"
/cac "Savage Blade"
/ac "Fast Blade"

I don't have any good suggestions regarding macros, but you could also set it so that holding L2+R2 or R2+L2 each brings up another half cross-bar. That doubles the number of skills you can access without needing to cycle between bars.

Also, you can select which bars are included in cycling, so if you do need to cycle bars and are only using two of them for combat skills, it should just be a single R1 click to toggle back and forth rather than "have to switch it two MORE times to circle back".
