    Weather Forecast?

I was reading the patch notes and saw this:

How do I open this window? I've been using ff14angler to get the job done, but if there's a function in game that does that, it would be better.

There's no way to access this window while out in the field. As Quince said, you need to talk to a Skywatcher NPC. There's one in every town. Talking to that NPC will display the window you posted. Clicking on a zone in that window will give you an extended forecast for that zone.

Loving this new Feature and it was a great help with getting the last Sightseeing spots done and it is also more than handy for Fishers. Now gimme the damn tackle box and I am happy. :P
