So far i have seen:

Feeble<Gentle<Brilliant<Blinding<Newborn Star.

Feeble from Fates, and some Trials.
Gentle from some Trials.
Brilliant from Expert Roulette.
Blinding confirmed in T6 & T7.
Newborn Star in ST.
Just finished ST and got "Blinding Light" myself, it must be based on amount of time spent inside the instance because my group blew through it as fast as I ever have.
