I'm not sure why but I often have an issue where the recast display of my actions fall out of sync with their actual recasts. For example I could use Raging Strike with a 30 second recast and it will start ticking from 24 and show up to be used after 24 seconds. The game won't let me use it any earlier than 30, it's a display issue.
This is a huge pain in the ass when playing archer because often I don't even get to see the recast on Light Shot. To fix it I have to completely shut down the game and reload it. Logging out to the character screen isn't enough. The issue gets worse the longer I have been logged in and I've found zoning to different regions causes it.
Where does the client get its recast display timers from? Why can't it just start a new 30 second timer or whatever when an ability has been used?

Steps: I can't really give you the steps to reproduce it because not everyone gets this issue. Being logged in for a while and changing regions causes it for me but as I say some don't get it. It's more than likely a hardware issue. But the point of this report is to request timers be initiated a different way so that those of us who get this issue don't see it any more.
