They'd be adding a tonne of wards either way, and the more players can reach it, the worse the load - it's not the number of wards but the number of places having to be tracked - 5 communities of 50 houses or 10 communities of 25 doesn't matter much. Having housing as a 'persistent zone' instead of an individual instance (personal rooms) is the issue, regardless of whether it's the wards we know or shrunken down mini-communities like you propse. Ideally at some point they'll have the code/engineering/etc efficient enough to do this though.
