You may be on to something here. I sure hope you are. It still wouldn't make sense, though; if you're already short on wards, why allow people to buy them up individually? In theory, a rich FC could have their own estate and each of their members could own another individually, from the sounds of it - and if this isn't "Personal Housing", it seems like a very counterproductive thing to implement.

Sadly, I believe this atrocity we're presented with is supposed to be what we've been promised for so long.
