Cleric stance was design with a PvE context in mind, not a PvP one.
Just like a tank job completly changes from PvE to PvP, you should expect your own job to change as well.
Only terrible players fail to see that PvE balance cannot be strictly applied to PvP.
Cleric stance was not fitting in a PvP environment because it was breaking "roles definition" and "class balance". It doesn't matter if you need "skill" to be able to use it (even if, in fact, you don't... so, you should stop using that false argument) or if it's something that you use everyday outside PvP.
