Change Class inside Duty - Voting System

EDIT: Additional restrictions to prevent abuse/troll:
-You may ONLY change class at the beginning of a dungeon OR after a complete wipe

I would also like to add, when you no longer have full capacity for the dungeon. It is pain waiting on that healer or tank mid dungeon to replace the person that left.
