Number of characters is up to the player.
I... don't understand. How will removing a large chunk of the population improve duty finder times? DF queues aren't long because there's too many people. They're long because there's not enough tanks and healers. Party Finder is the same way.

As a tank, you should know this. Tanks get the JP button when it comes to Duty Finder. If I wait in a queue longer than fifteen seconds, I'm flummoxed.

Oh the holes I can make with this 'idea'. Okay, assuming this is even something that doesn't fly in the face of Japanese social ideology, the originator's scope is clearly too small. Firstly, they would have to take the average level of all of a player's classes to ensure a fair and proper segregation. Considering that only No Life Kings and Legacy are likely to have all classes at 50, this will only serve to further separate the originator from his target player base. As has been pointed out, they only have two classes at 50, two at 17 and one at 7 (why did he even bother?). This runs about same as most newbies just graduating from their leaves (who, while not sporting a second level 50, will have certainly worked on other classes for vital abilities). And there's also his talk of achievement score. This, again, won't favor him at all. Legacy will have the highest, with No Life Kings following close-ish after. He'd, at best, run... median, in that regard separating him again from his target player base.

I think he has some vague idea that if all the players at X point in the game (and thus mostly queueing/PFing for X content) are on the same server instead of being spread out, they would find each other more quickly. DF searches on an entire datacenter but with PF for, say, Turn 8, you can only connect to the fraction of the raiding population that happens to be on your server. I can only assume he wants to bunch the raiding population all in the same place so almost everyone seeing your "Turn 8 clear party have exp please" PF is an endgame raider, and all endgame raiders playing at that time can see it.

Solution would be then, High level worlds, low level worlds, and mixed worlds (original) and players may pick for their selves as a starting player and able to switch later.
Also they could make market board open world.

Put like that it's not a terrible notion. But I'd prefer if the PF was just made cross server. Or if we just did away with the notion of servers all together.

Solution would actually be to leave it as it is.

This could be answered by after world switching numerous times, you would know all players and if you stayed to the same progression as your friends you would end up in same world as them.
So where would you put a person if they were undeniably the best MNK in the entire world, but only had MNK to 50 (other jobs just high enough for required abilities). 0 Crafts/Gathering jobs leveled. And bare minimum achievement points due to never going out of the way to do anything bedies progress on MNK. (Also he has BiS for MNK in all slots. He has no interest in anything but MNK whatsoever.

So... do you go by highest job level? highest ilv gear set, and if so how in the heck would you even figure that...? achievement points mean nothing so why even consider them? does he get plased with the 'elites'? cause if it uses an average of like job levels or what not he would land with the level 30-40 people and never be able to do endgame... if it considers only your highest job, then that means nothing too...

There is no way to do it. Too many variables. Not to mention it's just a dumb idea.
