I wish Swiftcast one of the most pivotal skills was lower leveled required

as the title says perhaps no the strongest main skill, though defiantly in my opinion the strongest sub class skill for those that can use it. I just wish that it would be a bit lower end of the spectrum, at least the same level as invigorate.

On topic, yeah it can be a drag to lvl THM to get swiftcast if you aren't really a fan of the class, like me (I'm just not big on the pace of combat with them) but as others have pointed out there are a number of other "must have" cross class skills for other jobs that are higher lvl.
It just is what it is and I tend to look at it as test of dedication towards being the best (insert job here) you can be.

May I ask why?

If it is just making leveling sub class shorter, then I would disagree. If fact, it should probably be higher, perhaps 34 like blood for blood.
By then tanks would have their job crystals and defiance (or lolsword oath) for better hate management.

Lv26 is when gladiators get their Rage of Halone also >_> seems like a decent balance if you want to keep gladiators as tank in low level dungeons.
