You don't even need to worry about gil at low levels. Just get out there and do quests, FATEs, the main story and dungeons and you'll soon be leveling up and making gil on the side. Once you get retainers you can start selling things you get that you don't need on the market board.

Gil is worthless in this game, even at level 50 it's not needed to complete any of the battle content.
