With the Soldiery Weekly Cap, I understand why they wish to cap the amount you get on a weekly basis, and that's to stop people from being fully geared in a day.
What I wished could be considered is for those who, for example, go on hiatus for a week or two. This essentially causes them to fall behind in the gearing rate opposed to those who manage to cap their Soldiery on a weekly basis.
What if the cap has a grace period of two weeks on a rolling basis?
For example, this week I only manage to get 250 Soldiery out of the 450 cap. Next week I would have 450 + 200 pro-rata. If I wasn't able to cap it last week, it'll allow me to catch up on those that I missed out from last week.
Think of it similarly to how the Rest Exp works. You will still need to be in a town in order for it to trigger the rolling effect, and it still 'gates' the gear progression but it doesn't penalise you too harshly if you miss out on last week's Sol Cap because you took a holiday for a week. You'll still need to play to get the tomes, so it's still a win on both sides.
