They were spamming me with friend requests so fast I couldn't blacklist them.

As long as they send a tell and a friend request at the same time, it's time to go back to the old ways:

/flist deny <r>
/blist add <r>

The game doesn't let you blacklist them until you deal with the friend list request.

It's to get your attention.

I know several people who are too lazy to make room in their blacklist, and they just ignore the tells and spam in cities.
With the friend invite, basically they are making those people notice them.
