Hotbar 2 does not register default keyboard bindings (PC)

First off I'm not sure where/which sub-forum to place this issue in. Hopefully I've chosen the correct place. If not, please feel free to move this thread as needed.

I'm playing FFXIV on a newly built PC. I was able to set everything back up just like I originally had on my older PC. In doing so, I've noticed the default keybinds for HOTBAR 2 do not function. I can hit HOTBAR 1 & 3 and perform skills as necessary with no problem using the default keybinds. I can't reproduce the same result for HOTBAR 2 pressing CTRL + 1 through = on the keyboard. It simply won't register. I've even tried to keybind another skill using CTRL + 1 as an example and the game won't do it.

I am currently using Windows 8.1 (64-bit) as an OS and I've also swapped out my keyboards to ensure the utmost compatibility. I've used a generic Microsoft keyboard, a Logitech G19, Logitech 710+ and a Corsair Vengenace K70 RGB. All of the keyboards function as intended but can't register the keystroke CTRL + 1 through =.

open the on screen keyboard to see if there is not another modifier key stuck pressed.

I see what you meant about the on-screen keyboard. Unfortunately, I'm running the game on a brand new rig. For the life of me I don't even know what key is bound to the CTRL key preventing me from executing a CTRL + number option. When I press CTRL the on-screen keyboard shows both CTRL keys pressed. My current keyboard is a Corsair Vengenace K70 RGB model.
