They are crafted weapons (where you need a mat from Titan), not primal weapons.
Primal weapons are weapons you get directly from Primals without a crafter in between.

I was talking specifically about the i95 crafted primal weapons, the ones you make from the EX rare drop and 3 of that primal's demimateria. Alchemist makes ALL of Titan's i95 weapons, as well as the books for the other three.
