Which server?

'Legacy' means it was a server from the original version of FFXIV (version 1.0) which A Realm Reborn replaces. All 1.0 players got to keep our characters into ARR, however we were initially limited to only playing on a 1.0 server. Hence why these servers are denoted as 'Legacy' servers.

Although Legacy servers are marked as such on the server selection screen, you can also tell a Legacy server as they all have the names of famous weapons from older FF games (like my server's name, Ridill, is the name of a powerful knife from FFXI ).

You're more likely to see a wide cross section of different players (both players from 1.0 and new players just joined in ARR) than on 'ARR' servers, and hence Legacy servers generally have a lot more players doing end game stuff, but that doesn't mean new people are shunned. It just means there's bound to be a lot more players on those servers with 'shinies' and less trouble with undesirables like RMT.
