It's being used by the people who want to use it, I frequently switch between my BRD and DRG when I want to as they are my best geared jobs, I am gearing my BRD via ST, when I pick up second coil I can gear my DRG more via that, and for now I can gear another job with myth/soldiery gear, or even one myth one soldiery.

Then I can have two more jobs geared enough for more content, so I can then choose to play out of 4 jobs. The system is designed to give players choice if they want to play one job let them, there are still many players who choose to play multiple jobs.

It was proven in 1.0 that if we allow job changed within dungeons we will see "DPS must have BRD or BLM and MNK leveled and geared" and then for example BLM or BRD to AoE trash down and for any bosses with a lot of adds, and MNK for single target bosses. How is forcing party setups to two or three jobs only using the system to it's advantage, it's just locking players out that only enjoy playing certain jobs.
