It could just be your data center or the times you're trying it at o.o If it's after like 10pm cst, then it's definitely going to be dead and take a long time, anything before then or after 6am is almost instant.
Even as a DD, I can get into trial roulette in under 5 minutes, usually averaging around 2-3. 6 minutes at the most
The "In Need" refreshes once in a long time, 15min+
And then you got people like me, only queue as Adventure In Need for the extra $$$ which makes it not in need anymore
I've queued as soon as it changes to "in need" and ended up waiting more than the usual.
Unless they lower the refresh time that system is not doing what it's intended to do.
If the job in need is DPS, that means that no one is running it, not even DPS. So the queue for that ends up being pretty long, as they have to find DPS, healers, and tanks. At least that's been my experience.
Last 2 weeks, Trial has said healer in need when I was looking at doing them.
My wife Queues as WHM and Wait in que. 2-3 mins. I pop on bard and I get in before she does. So she switches to MNK and as quickly as I got in as a bard she gets in as a MNK.
Well, if the longest queue time is constantly swapping between different roles, then it sounds like it's intended mission was accomplished.
Always remember the Silver Rule:
"Treat others as they treat you!" ...or something like that.
