It's been so long and vote dismiss is still completely broken?

Just joined a light party in stone vigil.

One of my party members says at the very start of the dungeon: '<insert player name here> you better actually be here this time'

Our healer, as it turns out was AFK. Or 'AFK.' As in, he wasn't actually afk, he was just standing there doing emotes and nothing else for 20 minutes. The other party member recognised his name and knew that the culprit would be 'afking' again. So it looks like he has been doing it a few times.

Big deal right? Just kick him? We vote kick him and then replenish our ranks. Surprise surprise, he joins again. This time I kick him and I wait for about 2 minutes before replenishing ranks...

... And he joins again. So we have used up 2 vote kicks and we cannot initiate another vote kick for 4 hours. As a last resort, the last member vote kicks him so we can leave the dungeon without penalty. Knowing that if we still tried to continue, he would just show up to troll again. Now I don't want to queue in any dungeons for the next few hours because I'm scared he will show up in my party again.

Square enix, how can you leave the simplest function in a party so broken that it allows trolls to completely destroy our experience?

This should have been thought of as soon as it was implemented. Give the person who was kicked a penalty or at least disallow them from rejoining the same instance. It is not fair on the rest of us.

I did report him, but knowing SE no action will be taken.

They simply do not have much foresight. I'm not even being a bully.

For example the Myth reward is essentially an alert to assassinate a new player you gained in Partyfinder for endgame content.

Trolls making sure to never pass/greed/need gear so they are unkickable as they spaz out in dungeons/ST and so on.

Hunts was technically another instance of them not thinking ahead, though it worked out for most players benefit.

I do not know if they are stubborn, blind, or simply don't care sometimes.
