Quick clear parties should be statics only who have practiced it over and over and know each other well, and they might even have substitutes ready to go. The system does NOT owe anyone using the PF to get quick clears. And it certainly does NOT need to allow people to abuse the PF to exclude other people. If you are on the PF, you are begging for help, and beggars can not be choosers. You do NOT have the right to take everyone else for granted. Those ugly PF with multiple clear requirements deserve to the be stuck on the PF forever, if not for the fact they are such good bait for the exact people they didn't want. The "clear condition" will get them the same unskilled people, only now they would have paid some RMT somewhere and bought the clears, in addition to dividing up the player base.

Finally got thru to you. Woo hoo. And that is the correct attitude to take for the PF. You can do tryouts and see if they can farm with you. It is a win-win for all members involved.

They want those pony/mounts, mirrors, minions, etc. And the collateral damage will be dividing up the player base, promotion of clear sellers, and RMT in turn, as well as sending a message loud and clear to the all new players to stay away, which is clearly something SE does NOT want to do.

If you want to farm have your static ready and filled to farm. Put in the effort to recruit and schedule and have a solid static group. That is more efficient and predictable than using the PF. You should not expect to be able to farm on the PF, just like you should not expect to speed run on the DF.

The recruitment criteria is not meant to for people be jerks towards the rest of the player base. It certainly doesn't know about the "people you don't want". The recruitment criteria only asks for roles that needs to be filled. And there is no criteria for skill level, and SE can not and will not implement such a thing. They won't even let you parse and get DPS numbers, because you'll probably want a criteria check box that sets minimum DPS numbers, it will probably be more effective than "clearance condition" check box.
