This is a complete fallacy. Putting a party in PF doesn't make me a beggar. It basically means I'm looking to network. I don't absolutely need to farm that content right then. If the party doesn't happen, it doesn't happen. While we wait, we craft, we farm atma, we sit and bullshit in mumble and if we end up not filling the party then no sweat, we try it again later. I'd much rather end up scrapping a party due to people not joining than get my hopes up, enter an instance, and have someone flailing around like an idiot and ruining our run.

Those ugly PF with multiple clear requirements deserve to the be stuck on the PF forever, if not for the fact they are such good bait for the exact people they didn't want. The "clear condition" will get them the same unskilled people, only now they would have paid some RMT somewhere and bought the clears, in addition to dividing up the player base.
