Simple solution would to be to make the box uncheckable unless you have the clear yourself.

Honestly i like the OP's suggestion and by no means does it promote exclusion, unfortunately however two things will occur as a result of something like this being implemented.

    A) More players will most likely try to buy wins in an attempt to bypass the "previous clear" checkbox, this will likely result in many of those players just getting kicked from those parties anyway when it becomes apparent (and it will) that they bought their way past the content.

The only way to solve that issue would be for SE to implement more mechanics in fights that make it harder for players to carry others through, this may mean harder content in the long run though and that's an entirely separate debate.

    B) The Party Finder will fill with more LEARNING and CLEAR parties rather than players setting up "Farming" parties under the guise of trying to get past the content. Players will actually be encouraged to create learning groups because they will be unable to sneak in to farm parties.

As a whole, inexperienced players will actually be FORCED to band together to try and get things done and learn with each other as opposed to trying to ride on the backs of others who may have limited time or specific goals in mind.

Like anything else this is open to exceptions should the Party Finder creator decide to drop the checkbox requiring clear if someone asks them or they're willing to give someone a shot in their group, this allows them the OPTION to control what elements they're willing to try in their parties without being at the mercy of the masses when creating a goal oriented group.
