What? if anything Nyaruko's the troll; I'm having a very hard time they believe what they're saying. This is a fine suggestion; I know I'll be submitting it thru the in-game suggestion option as well in hopes it gets noticed faster.
The recruitment criteria is not meant to for people be jerks towards the rest of the player base. It certainly doesn't know about the "people you don't want". The recruitment criteria only asks for roles that needs to be filled. And there is no criteria for skill level, and SE can not and will not implement such a thing. They won't even let you parse and get DPS numbers, because you'll probably want a criteria check box that sets minimum DPS numbers, it will probably be more effective than "clearance condition" check box.
Apparently you don't know what " specify your recruitment criteria" for your own party means. When you put up the search comment for your party, you specify who you want in in and what you want out of it. Jobs, farm/clear/progression, or learning. You even get to set the ilvl requirement which often times is to exclude less than skilled or new players because the current *flawed* line of thinking is higher ilvl more skill. The recruitment criteria is not meant to for people be jerks towards the rest of the player base. Check box isn't gonna change the people that already exclude people without clears.

How are they "being jerks"? And it does know about the "people you don't want", it's the converse of what you ask for. If I am asking for people ilvl95+, that means conversely, I don't want people ilvl94-. There actually is a checkbox for skill levels... "serious play, with high level gear", as well as "NEWCOMERS WELCOME" NOT BEING CHECKED , you choose to ignore it though since it doesn't enforce what players do... this is a way for it to be enforced. The recruitment criteria is not meant to for people be jerks towards the rest of the player base. Just for you NyarukoWHow are they "being jerks"? And it does know about the "people you don't want", it's the converse of what you ask for. These are up to the person joining to decide, and that is where those decisions should be made. The party creator does NOT need power to enforce any of this, and certainly does not need a broken "clearance condition" to enforce it. Additionally, attempting to quantify "serious play", "newcomer", "high level" gear is all meaningless and effectively techinically impossible, compared to the reality of real experience and player performance. The criterias like these effectively do NOT exclude anyone and that is way it should be as SE has implemented. It is really just a signaling mechanism like turn blinkers on a car, for the purposes of communication across multiple languages.
Thank you. And notice what is conspicuously not there? "Newbies not wanted" a.k.a. "clearance condition". SE did this on purpose hoping that people would set this flag more to communicate to the newbies to bring them along. But guess what you all hate them newbies, and refuse to set it. And resort to comments like "have multiple clears".

That is your misinterpretation. Look at all the hunt parties on the PF. Nobody check any of those boxes ever, and plenty of them are newbies. If it is not check, it just means it does not apply, or do NOT care. You are reading to much into stuff that is not there. I am sure SE debated all these things when they put together the PF and worded things after lots of discussion.
To help you out:
I am out of posts for today so you guys can rag on me all you want and have at it. But your hatred for new players is coming thru loud and clear. I am just happy the SE looks out for the new players a lot more than you do.

if newbies welcome is checked, newbies are welcome
Of newbies welcome is unchecked, newbies are welcome
Farm Party in Party Finder - everyone is lazy, should have a static
Farm party In party finder "precious clear needed" - everyone e I. The party is lazy and elitist
