yep what this guy said, if you hit the button to cast a spell as your GCD is 75% finished spinning, you will cast the next spell at the fastest human reaction time available, this means that unless your ping is 300 ms or so you shouldnt be affected by lag, but if your ping is 300 ms id fathom that casting speed isnt your primary concern.
