Making content obsolete, impossible to not-steamroll through (players aren't going to make things harder for themselves voluntarily, this isn't magical never-land) aside, yes, nothing wrong with it.
They may as well not put any pre-50 content in the game at all.
thats why most people want the cap/synch
cuz they want everything to be relevent at 50
we dont need that, what we need is just more content in general

I actually do stuff too, but again, why should I waste time and miss out on gear and mats by gimping myself? I worked for my ability to steamroll, as did many others. We deserve our awesomeness.
Healer strike is ridiculously foolish and accomplishes nothing
and we also arent wasting our time even going in but once to check it out

whats funny is there are 2 shouts going on in town right now(2 seperate parties), looking for the dungeon access, with only rank 25-30 allowed for it

But such systems don't breed happiness or satisfaction.
Easy kills never do.

But because it is effective.
Some things are for the developers to consider; one of those things is the nature of their players.

Players impose a cap if they want or at worst player stat's are reduced to the Lv cap.
Baring players who only have R30/35+ classes from going again isn't a great idea.
What if people need help and no one has a class low/hi enough they have to just not ever go if they want to do it with friends? Great plan.. lol
Edit:
On the fun subject for mobs..
I'd love to see mobs scale so you get more skills as you rank but what is hard stays relatively hard all the time, no Lv1 mobs or Lv50, Just mobs on a scale from solo easy to group hard.
If you have Rank 1 players they can still do it they are just far less effective as they lack skills/moves/buffs/armour.
