There are so many ways to "read" or "interpret" data (aka PR spin), that it could be seen as bad if that low percentage is due to people not wanting to run the content because it sucks, or that gave up because they got tired of beating their heads against something (too difficult).

From a PR standpoint, SE (and most companies) dont want you to know the hard numbers, because they can be taken in several different ways or spun to tell the story a certain person wants. They stick to generic terms like "A large number of people....", or "A majority of..." rather than say... "50,000 players out of 2 million have completed 'X'....".

One of those statements sounds good from a PR standpoint, the other not so much.

Look at the spin WildStar is putting on their "Mega Servers". Making it a big positive PR thing to merge servers to better help with grouping and raids. The flip side is, they are merging because populations have tanked to low levels across all servers... but they wont come out and say that.
