Why is shield swipe so bad?

I said "defense increase", not "damage reduction". So it would only be half of what Foresight gives.

Though, being that the case, you're basically saying that Shield Swipe would become useful if it gave roughly a 2.5% damage reduction for 10 seconds? Something tells me it would still be considered useless given how awesome people think Foresight is.
