The best you can do is move focus to another town, which doesn't solve anything. Making guildmarks only available in certain towns is merely an excursion. They only take about an hour to finish, to which you have to wait longer than a day to obtain more. Why would you still stay in that town once you've finished them?
It's no longer convenient when it's full, now is it? It is not SE's fault the players won't spread out. There are wards that are empty and people refuse to use them. This is a player and community issue, not a dev one. Nothing makes Ul'dah anymore convenient than Limsa or Grid. It's arbitrary to say one's better than another.
