Whilst they're not specifically called RSE, they are. Their entire design is a reflection of that particular race/gender.
That's Race Specific Eqipment, similar to FFXI;

It was designed as a way to give new adventuers in ARR a distinct look from everyone else their particular race, rather than giving them starting out Hepmen Gear Sets (like 1.0 did).
Instead of having 20 people running around with the same Hempen body piece, there's a chance for variation.
The reason they won't adjust this, is that it would require going back to the source material and making huge adjustments per individual race which is a heavy time consuming process with a 5 races each with two genders, that's a total of 10 different armour sets to adjust across 8 variations, that's an insane amount of work for something originally designed to be race specific.
FFXIV ARR although the game is split into various "team" working on different content, eg.
Patch 2.3 Team
Hotfixes/Bugs Team
2.4 Team
Expansion Team (etc)
To do something like this would take away from the current 3-month development cycle, which is still a very very short time to get anything done already.
So race specific gear is off the table for vanity because "It's only for certain races!" Yet crafter specific gear is fair game despite similar reasons?
Once the graphics have been finalised for something, they move onto the next "thing to be done", they're not particularly fond of going back and adjusting it.

You seem to be an ESL student so I'll rephrase that - the only reason they're 'racial clothes' is because they've been so named. If they were called 'starting gear' then they would be starting gear. I get they were designed around races - that's why it would be fun to mix it up. Or don't you like variety?
