This is both true and false in a sense. While it is technically true that breasts are not genitalia, they are still regarded as genitalia by the majority of First-world cultures, and thus, why laws exist that women must cover them up at all times in public. And yes, while it's technically true that there is no difference between a male nipple and a female nipple, the "mental" differentiation lies within society's roots as primarily patriarchal, resulting in the gender-divide that forces rules upon women that men don't have to follow.
