So I just now got everything to 15. The only thing I have at 50 is ALC ARM. Do ask me why I did ARM it happened move on. I want to make HQ 1 star items with the skills I have can anyone tell me the rotation I need to do?

I don't think you have enough skills to HQ 1 star yet ...
But you can take a look at the bottom of OP in this thread and get an idea of what you will need to do ...
You will need to sub the NQ mats with HQ mats (some, if not all) and do some trial and error crafting to see what you can get away with.

Steady Hand 1 makes Standard Touch 100% or Basic Touch 90%. Use Comfort Zone and Inner Quiet to start with and use durability+60 when at 20/80.
Your specific circumstances make it hard to advise a good rotation, but your ARM-specific skills (Rapid, Piece by Piece) are kind of pointless. All you have is CZ, Tricks of the Trade, and your base stuff. There isn't much to work with so just try it for yourself.
XI: Zeroblade, Titan Server
Google the hasty method, use that but substitute Byregot's Blessing for Standard or Advance Touch.
You easily have enough skills to HQ 1 star crafts, assuming you have the blue tool, green armour/offhand and i45-50 accessories. (no need to be melded for 1 star)
Use Ingenuity for the final Touch + finishing progress with CS.
I.e. Ending a craft with something like: Steady Hands - Basic Touch - Great Strides - Ingenuity - Standard Touch - Careful Synthesis - Careful Synthesis - Careful Synthesis

I don't think that there are any 100% HQ rotations you can manage with your skillset - but from personal experience I can tell you that you can manage really good odds by making good use of Hasty Touch, Tricks of the Trade, and Rumination. Use Steady Hand to improve your Hasty odds and spam Hasty as much as possible, recovering Durability with Manipulation whenever necessary. When you run out of CP and Durability is still high enough to finish the synth, Rumination and use the resulting CP to finish the synth.
