I don't see why they just don't make a small instance for A and S ranks that requires you to defeat the monster. Make it challenging etc I don't care, this will at least remove the early pull qqing I get to see strewen across my map chat every day.

No, that would just make hunts worthless to begin with and would basically screw over anyone who didn't get a reward before the nerf (the whole exploit early before nerf skit seen in many games). Take out the rewards and what do you get? Monsters that people ignore. The way B marks are handled now work great. The same should apply for A and S, but with parties.
B=> Elite solo Mark (roaming, respawn every 5 sec)
A=> Elite light party/full party Mark (roaming, respawn every 5 sec)
S=> Elite full part/Alliance Mark with specific spawning conditions

Well, the rewards are what have caused people to form these large herds, which destroys what the system was intended to be. Since you won't change the players, the rewards are the issue. But that's not Open World Content, which is what people wanted.
Again, you take out the rewards, then you might as well take out the hunts themselves because no one will be willing to do them. Easier doesn't mean more rewarding if you do it right. B ranks are weekly only. It won't be that hard to make A or S on a similar restriction.
B ranks were meant to be soloed.
A ranks were meant for a full party or an alliance of parties.
S ranks were meant for all the players in a zone or more.
That said, after the adjustments of 2.35 B ranks are essentially ignored except for the weekly solo. A ranks are all organized hunts go after while simultaneously spawning S ranks in an concerted effort. If servers want to get effective, they should learn to organize themselves as a server like Excalibur has.

That means A Ranks were meant for a light party, ie 4 players. And an S rank was meant for something around an alliance.Rank B maximum HP has been raised from solo to light party level, Rank A maximum HP has been raised from light party to full party level.
Although the Rank S maximum HP level was already intended for multiple parties, we have further raised the necessary number to require even more parties.

So while the current situation for S ranks isn't too far from what we intended, I think the one rank that needs to change the most right now is B rank since the current status is entirely different from what we had originally planned. I think most people will either be happy or at least understanding once the patch is implemented. Of course, we'll continue to consider adjustments based on the state of Elites in future patches.
