We only know about Primals in Eorzea because we have yet to explore out side of Eorzea.

During the Summoner Trainer dialogue when she explains about the origins of Summoners, it is revealed that Eorzea originally did not have Primals. The first Contact with Primals for the People of Eorzea was during the Era when the Allagan Civilization was on a world conquest. During their Conquest they encountered Primals for the first time in another Continent which put their conquest to a halt since they could not defeat the Primals. After the encounter the Allagan civilization began developing Anti-Primal weapons (such as Ultima and Omega) and even began developing methods to control Primals (which resulted in the creation of Summoner Arts).

Far East does not have knowledge of the Primals nor beings willing to summon them because they were one of the earliest to be conqured by the Garlean Empire before the events of the Silvertear Lake that released the Primals back into the World.

However, it is possible old knowledge of Far East Primals still remains in the Far East but have yet to be discovered until a certain Story Plot demands it and as Far East Stands now there are plenty of beings that remain in the Far East that may be desperate enough to summon them.

It is also possible that each Continent has their Primals representing 1 of each element as well.
