Alexander would be pretty hard to do for a battle like the other primals. He is more like Bahamut. He will be involved in the story, but it would be hard to call him a primal battle, especially since he is not evil or dangerous.

Looking at the summons from FFIV and FFVI would be best, as Rydia collects a lot of them and there is an Esper village in VI. FFVII though has majority of all the primals already in game.

They got it to work in XI, they can get it to work in XIV. In XI Alexander was the entirety of the Alzadaal Undersea Ruins, but his spirit could inhabit any machinery since 'Alexander' is more of a spirit than it is a being now. Also, Ramuh isn't evil in most FF games but we still fought him.

Considering in WKC you had to battle a boss to help a giant turtle with a city on its back to get better, I think the devs of FFXIV can do something akin to that.

Belias, possibly the other 11 summons from Ivalice. They said they made a list of all summons of FF to see which one they'll add. Halone possibly if Ishgard get crazy enough to summon her.

Belial would probably be an anti-primal from the world of Eureka.

Shiva would be the last primal in Eorzea.
But there exist still other primals in other lands. And I think with 3.0 we discover a new land (in the sky).
I also wish that 3.0 expand the playable regions of Eorzea. Like Dravania or Gyr Abania.

They said, and I quote, "Shiva is the last Hostile primal." From the dev letters. So there will be more primals. Ramuh wasn't really hostile either, he just "Tested" us. Alexander wouldn't be "Hostile" either, he'd just be 'used' since he's a machine primal.
