Time: Around 12:38 noon server time (29th August, several hours after maintenance after maintenance)
Frequency: Once but still persisting

Area and coordinates: Lavender Beds, Plot 2, 3rd Ward (chocobo stable)

Steps:
0. Fed chocobo with Doman plums approximately at 11:40PM server time until I received the 'Chocobo will grow new feathers' message, logged off around 2-3am servet ime.
1. Checked chocobo stable some time after maintenance, around 12:38 (noon), no cutscene, chocobo color still Sky Blue.
2. Fed my chocobo around 30 Doman Plums with rougly 1-5 min between feedings, no feather message.
3. Tried fetching and putting back chocobo in stable, fed it 10+ plums, no feather message.
4. Renamed chocobo, fetched it, restarted game, stabled it, fed 10+ plums again, no feather message, logged out for night.
5. Logged back on 30th around 1pm server time, no chocobo color change/cutscene, fed chocobo 18 plums again, no feather message.
