I noticed you're playing on a JP server. Are you queuing with only E selected for language? Based on the time of your post you were queueing in the middle of JP prime time on a Saturday night so there's no way you should have been getting those queue times. Unfortunately being on a primarily JP Data Center you won't get anywhere if you don't queue with at least J clicked. Clicking all languages doesn't hurt either. Are you Oceanic? I don't recall Ultima server being a big Aussie/NZ server either.
Hunts are also partially to blame for this. Why run ANY level 50 dungeon when you can just zerg your way? Starting about 3-4 weeks ago my wait times have increased dramatically, even as tank. Lower level dungeons? Still about the same, because you are not going to be level 30 and joining the hunt swarm.

Had a plan to move here with a few friends but those plans all fell through, but by then I'd already leveled my character up quite a way and didn't want to reroll and restart a third time so I stayed here.I noticed you're playing on a JP server. Tomestone and Oil both count as gear. If you've won either of them, or any piece of armor, you can't roll again. The housing item and the minion are the only things that don't count against the weekly lock.
I know, and I never rolled on either of them either. I have no gear in my bag from the Tower and no Oil or the Tomestone, hence why I'm at a loss.
You may have had an item automatically drop into your bag if everyone else in your party left the zone before you passed on it, or if the timer ran out and you didn't pass.
Unfortunately due to hunts, I don't tank or heal for roulettes much lately. Probably other tanks and healers are the same. There's no point because I'm trying to get allied seals to upgrade soldiery stuff. In addition, I'm working on atma books, so I spend time soloing trivially easy mobs in the open world or waiting for fates to pop instead of running dungeons. Hunts discourage group content because players only need to group up for about 5 minutes at a time to kill a hunt mark.
I like running dungeons but they're a luxury now, as I can't improve my gear with them (well unless I wanted to do Coil, which I don't). If FFXIV added allied seals to duty roulette, I could ignore hunts, which would be great.
And as always, the only real way to get over long queue times is go tank or healer or bring one with you. My queue times are still instant for most content as tank, less so as healer.
