I have multiple characters but I was only able to get it on one. Or is there some other requirement for this? I do got the other two items on every character I got.

side note: is it really useful, or simply a cute feature, since my gf can use her own mount?

Delete the mail in your alt characters account and relog, had the issue a few weeks ago, even though my mailbox wasn't full it wouldn't arrive.

Yeah, it's not stated anywhere, but apparently you can only hold 20 system letters, and that's where a lot of people are at now. I had to delete a few vet reward letters myself to get the letters too.
