New FC Wards

I'd like to see some new FC wards - personal housing is great but for those of us wanting a bit more social time its frustrating to have all the small plots taken in each ward.

Also, maybe its time to rethink the zoning - the same small plots are always taken and the same large plots are never taken. This is another way of saying - more small plots please since these are in the highest demand.

That really depends on the server. On Phoenix all the L plots are already taken in Mist, and the M plots that exist are from FC's that abandoned them to buy an L plot.
