Unable to obtain any more Ixal Beast Tribe Allowances since Rank 4 Quest turn in!

Hello, I've been unable to receive any more allowances since I turned in my Rank 4 Ixal Beast Tribe quest, I have no other quests to turn in or anything that would reasonably be blocking my way to be able to regain allowances. This has been like this since Aug 28th, and I'm unable to progress/gain exp for the Ixal Beast Tride. Please help.

1. Was unable to start any new quests for 3 days now.
2. Sent GM requests.
3. Still waiting for help and checking to see if my allowances returned or not.
