What Am I Missing? Minfilia Minion Location/Guide?

I'm looking to figure out how to get the Minfilia minion with the new event, but Googlin' only brings up a description of the minion and the text.

The Reddit /ffxiv subforum just has people clamoring that they want it. So how does one actually get it?

Rising Merchant in Limsa Lominsa.. Same place as the Moonfire Faire merchants.

Players can also speak with the Rising Vendor at Limsa Lominsa, Upper Decks (X:11 Y:13) to purchase commemorative gifts available during the event.

Unrelated, but this always confused me. How is it we met Minfilia as a child and as she is now at the same time back in 1.0? Or was it that we were using echo? I really can't seem to remember.

It is due to the Echo.

It not revealed very well but the Echo has another power that is used in 1.0 a lot being the power to send the Echo User into the Past and it can even send other people into the past with the Echo user as well which is shown in 1.0 Gridania's Story when Yda and Papalymo were sent into the past with the Warrior of Light for a small moment to glimps a specific event. The New Adventurer only experience the Echo time travel power one through out 2.0 being that the New Adenturer was sent into the Past to give Cid his Goggles during his early years when he was still flying to Eorzea after he defected which revealed the origin of Cid's Goggles.

Each Intro Story in 1.0 is actually taking place 5 years before 1.0 timeframe just several days before the events of SilverTear Lake and the release of the Primals. Ul'dah 1.0 story covers Minfillia's life before 1.0 timeframe, Limsa covers the events of finding the Key to a Great Treasure Guarded by the Legendary Sea Serpent, and Gridania covers the events that lead to the opening of Gridania to Outsiders. The Warrior of Light is completely unaware that the Echo has been sending him or her into the past the entire time until he or she joined the Scions
