    I have a feeling that 2.4 will be released just after Fanfest with players getting to test things out beforehand in Vegas.

    Most infos SE would announce in the Fanfest would be about 3.0 and maybe also 2.5
    I think 2.4 come before Fanfest, so they can do during the Fanfest a Shiva contest battle (if Shiva come with 2.4).
