Delay on certain skills?

Are you sure you're in range of it? It is a pretty small range, after all.

I'm in melee range if that's what you mean, but CoS can be used whenever as it's a PBAoE. The animation works but the ability does nothing. I wonder if it's a side effect of being based in Europe without an actual European data centre and its just lag.
