None of that should ever be implemented...there is no need for further /tell restrictions as that would unfairly hamper new players. So would any FL restrictions. The correct answer to this is simply to add the Deciine Friend Request option to the right click menu of the Request and perhaps ensure that if you deny a Friend Request that person cannot send another for a while or unless you send one to them (to counter people who accidentally decline a legit invite since the decline option would be in the right-click menu)
