In first coil all that stuff moving around before it shows you bahamuts head is you turning the 4th beam off.. the inactive one, then you turn off one of the 3 remaining in 2nd coil, leaving you with two as shown in the screenshot, 4 coils.

Two more like fragments of Dalamud pierced the earth when the lesser moon fell. One we have seen. If we can but find the other two, I am certain that we will find Grandfather as well.

And after conducting a preliminary investigation, we believe we have discovered a point from which this North Shroud fragment─and the second of the internment hulks─can be entered.

It still begs the question though, what is that fourth inactive beam connected to?

No clue. Maybe we really did turn off one of four in Turn 5 and there's a "final battle" unconnected to the three coils.
Or maybe it's the hulk sticking out of Cartenau.
Dunno.

...Couldn't it just mean that you shut them off on your way out?

Three on - you leave T5 and shut one off.
Two on - you leave T9 and shut one off.
One on - you leave T13 and THANK YOU, GOODNIGHT.

That sounds like a good explanation. Unfortunately, you see Alisae disable one of the three beams at the end of the Second Coil.

I'm throwing my vote in with the Burning Wall in Thanalan, for now. Something's up with Boulder Downs, but the first two were city-state regional and I'm betting the last is, too. Maybe the Boulder Downs somehow connects to the fourth hulk, lol.
