Jobs are unlocked at level 30. You can't complete the 2.0/2.1/2.2/2.3 storylines until you're lv50. You could be a Ninja before Yugiri and the Doman people exist in that (your) universe yet... before the conflicts in Ul'dah are explained and so on - so unless they somehow retcon the entire storyline...

It'd be hella messy.
Not really we could have access to the Rogue class without it being messy with the story and the ninja master can be a domian that came before the others for some reason. It doesn't have to be linked to Yugiri.
