The concept of rogue not being available as a starting class is akin to saying the new race (viangaa, but not as presented last April, calling it now) won't be available as a starting race. Once the rogue's guild is established it's going to be available. XI didn't work this way because every class was a Job, with it's own AF, relics, mythics and everything. You had the 6 core Jobs because everyone has to start somewhere, but every Job after that had to be unlocked. The level 10 quest in 2.# isn't to unlock the other classes, it's to unlock the armory system which allows you to equip weapons from other classes, gathering and crafting classes included which incidentally has no relation to the combat classes beyond the goods they produce.
