You could go as far to say this is more set up to the casual player. By setting it so you can't change classes till 15 it gives the player 15 levels to understand the basics of the game and its mechanics. By setting the job to 30 the player has more advanced knowledge of their class and has all the information they need to quickly level there second class to the required level for the job. Unlike in XI where it's here's all the things, now well leave the rest to the trusty fans to make wikis with this information.

Either way SE will look at this from a PR point, Ninja being introduced is great bit of PR to entice new subs. While also finding a way to integrate the class/job into the story retroactively without doing a dis-justice to the lore already in place is also gonna help PR from a word of mouth stand point. (if current player base are bitching that the story has no integrity it's going to give off a bad vibe to new players.)
