Grand Company Ranks

Sorry if this has already been asked, but couldn't find it anywhere. As SE announced when we will get new ranks for the GC?

From Live Letter XIII:

Q: Will you be adding new grand company ranks?
A: We plan to add these in patch 2.3 at the earliest, and we're finalizing the details now. In addition to new ranks, we’ll be adding new rewards, so we're discussing what kinds of rewards should be available

This was 4 months ago. We were expecting to have them like right now. So I wonder if they're going to be implemented on the 2.4. By that time, with 2 ilvl cap increasements, a lot of dungeons now implemented since launch, it would be logical to add up a new rank to all the existing GC of Eorzea. Also, it would be nice if they include these in the Zodiac Weapon questline or another sidequest.
