They said this in ffxi as well and the quested weapons ended up being top gun in most situations.
There is a way to put relics on par or better then the raid weapons. It's simple and I am sure that most raiders would be fine with the suggestion.
As it currently stands casuals can get the relics that are behind the HA. All you do is add an item that drops of the final encounter that upgrades the relic to 115. Then you have to beat the final dungeon to get the final form.
How does it work for the casual? How will they continue the quest?
Once the new content comes out they make a quest that gives them the item they would have received for beating turn 9. This way the can still progress but, still not have the top weapon w/o beating the new content.
Casuals will always have to wait for new content to get a weapon that is on par with end game unless, they beat the end game content.
This also gives the hard core gamers a customizable weapon and something to push for. So its a win win
I hope you're right. Tired of glamouring DRG weapon after each relic quest step just to avoid looking ridiculous - ugliest weapon I have seen so far in this game. SE could just start adding weapons that look normal, not like plastic Star Wars weapon replicas in all the rainbow colours.

Why do they keep putting out new Relic upgrades so soon? Some people it takes months to just get atma weapon, likely hood of people having Novus by now is still fairly low i would think.
And what content currently actually requires a higher level weapon? None really atm
